PROGETTO SAFEADRIA

PROJECT DESCRIPTION

The CFLI Consortium for the Intermodal and Logistics Training is the training structure owned by the Venice port Authority. CFLI has been set up in 1993, and it offers training services to the enterprises operating in the port infrastructures, as well as to other actors of transports and logistics. The training services have been developed in order to satisfy the needs of different professional profiles: crane operators, dockers, stevedores, drivers, but also maritime agents, maritime services providers, forwarders, custom services providers, etc. CFLI has also seats in Genoa, where it provides training services also through the exercise of a sheltered crane simulator, Cremona (river port) and Ancona. CFLI has contributed to the implementation of projects co-financed by the European Union, both through the ESF and the ERDF.
As examples of the previous experiences can be mentioned the projects ESF RESET (concerning the training needs for river navigation) and currently the ESF project “Working in a safe port”. The project has led to the acquisition of a simulator for skippers of river boats, located at the seat of Cremona), as well as the project Interreg IIIA Adriatic “ADRIAFORM”, concerning the creation of a network of public and private bodies in the Adriatic basin for the promotion of the quality of training in logistics and transports and the support to the integration of the Adriatic labour market. CFLI is also in-house service provider for the cooperation projects of the Venice port authority, as Watermode, in the framework of the South East Europe programme, where also Luka Bar is involved as partner. The CFLI activities concern: implementation of studies, organisation and implementation of training activities, management of events, accounting procedures.

GENERAL OBJECTIVE

To promote the cooperation between actors of EU and non EU member countries aimed at the transfer of knowledge and the development of common procedures and methodologies for the environment protection and the prevention of risks in port areas.

SPECIFIC OBJECTIVES

To support the know-how acquisition and the development of action plans for the improvement of the environment protection and the safety conditions at work in the port of Bar;
To support the cooperation between CEI member countries in the framework of the Adriatic region, in the perspective of further cross-border cooperation activities financed by the EU Territorial cooperation objective (IPA Adriatic).

EXPECTED RESULTS

Exchange of experiences in the domain of environment protection and hazard reduction in port areas;
Exchange of experiences in the domain of safety and security and training of port workers;
Action plan to improve the LB capacities in the domain of the protection of the environment and hazard reduction;
Action plan to improve the LB capacities in the domain of training for safety and security in port areas;
Partners increased awareness on cooperation opportunities and funds available to improve the administrative capacity of the Montenegrin authorities;
Institutional and partners increased awareness on the CEI activities and cooperation initiatives;
Strengthened cooperation between CFLI, VPA and the Montenegrin stakeholders for the development of common procedures in port infrastructures of the Adriatic area in the domains of the environment, safety and security.

ACTIVITIES

WP 1: MANAGEMENT
CFLI, VPA and Luka Bar (LB) will cooperate during the project in order to ensure a proper implementation of the planned activities. The management of the project will be ensured through the issuing of a steering group, which will meet at least 2 times during the project implementation in order to plan the activities, monitor and evaluate the results. Further meetings will be held during other common cooperation projects working groups.

1.4 Monitoring and Evaluation. (CFLI+LB)

CFLI will lead the implementation of the activities of WP1 and will coordinate the activities with the recipient partner. CFLI will be in charge of the relations with the CEI organisation, in order to fulfil the administrative and the monitoring tasks. LB and VPA will provide the proper support to the Lead partner in order to collect and provide the requested data, as well as to contribute to the monitoring and evaluation of the project activities.

WP2 ENVIRONMENT PROTECTION EXPERIENCES AND ACTION PLAN

The technical assistance activities related to environment protection and hazard prevention will be implemented between the 1st and the 8th month of the project life cycle.
Activity: 2.1 Environmental protection in ports: exchange of experiences; (CFLI+VPA+LB)

VPA will define in cooperation with LB the main thematic areas on which to focus the cooperation activity. After that, the two partners will collect the relevant information on: EU laws, international and Italian benchmarks, practices and experiences developed in each port infrastructure. In month 3, CFLI will organise a 3 days training visit to the premises of the port of Venice for the staff of LB. During the 3 days training LB will first present its experiences and the status of the Montenegrin laws on environment protection related to port activities. VPA will then present its case studies and experiences related to the environment protection and hazard control. Furthermore, a visit to the premises of the port of Venice will be organised. VPA and LB will define the contents of the action plan to improve the environmental protection standards of LB.
Activities: 2.2 Draft of the Action plan on environmental protection; (VPA+LB)

In month 5, VPA staff will visit the premises of LB with the aim of fine tuning the contents of the action plan and collect additional information to be inserted in the document. VPA will then complete the draft of the action plan by month 8, in cooperation with LB. During the draft of the action plan, regular contacts will be kept between VPA and LB, to ensure a continuous feedback on the contents of the draft. The action plan will be inserted in the final report of the project and its implementation will be supported through the investigation on the EU and international cooperation funds opportunities and the draft and application of a dedicated project proposal. (Activity 4.1)

WP3 SAFETY AND SECURITY PROCEDURES AND TRAINING GUIDELINES

The technical assistance activities related safety and security procedures and training will be implemented between the 1st and the 8th month of the project life cycle.
Activity: 3.1 Safety and security in ports: exchange of experiences (CFLI+LB)
CFLI and LB will compare the different approaches in implementing the international security standards in the ports of Venice and Bar. Furthermore the different training procedures on safety and the different laws will be compared, together with the EU rules and international codes of practices. In month 3, CFLI will organise a 2 days training visit (same week of activity 2.1) to the premises of the port of Venice for the staff of LB. During the 2 days training LB will present its experiences related to the safety and security standards and to the training procedures. CFLI will then present its case studies and experiences related to training in safety and security. CFLI and LB will then define the contents of the action plan to improve the safety and security training standards of LB.
Activity: 3.2 Draft of the Action plan on training on safety and security (CFLI+LB)

WP 4 FOLLOW UP AND DISSEMINATION

The follow up and dissemination activities will be carried out during the project implementation, in order to sensitize the relevant public authorities to the results achieved by the project and promote the KEP Programme. CEI officials will be requested to attend the dissemination events, as well as the training events, upon their availability. The follow up activities will be aimed at finding adequate source of funding to implement the action plans defined by the project, to maximize the project effectiveness and its benefits for the recipient. The follow up ad dissemination activities will be implemented between the 5th and the 10th month of the project life cycle.
Activity 4.1: Follow up (CFLI+LB)

CFLI will prepare a summary of the EU and international funding opportunities for LB in the domain of human resources development and environment protection. The summary will be discussed during the training activities in Venice (Month 3, activities 2.1 and 3.1). CFLI and LB will jointly draft the project proposals for the implementation of each action plan and will choose the most appropriate cooperation programme to apply for for their financing. CFLI will support LB in the application phase. To that extent, in Month 5, a specific study visit will be done in Montenegro by the staff of CFLI in order to collect information from the relevant international donors operating in Montenegro on the funding opportunities and present the project concepts. After that, the project proposal will be drafted jointly by CFLI and LB.
Activity 4.2 Final report

VPA, CFLI and LB will integrate the outputs of the project activities (law comparison, port experiences and action plans) in a final publication, which will be presented at the final international seminar.
Activity 4.3 Final international seminar

The final seminar will be held at the premises of Luka Bar in order to communicate the results of the project, promote the CEI activities and the transnational cooperation in the Adriatic area. The activity will be implemented the last month of the project. The activity will be jointly implemented by partners.
